To fix this issue that keeps your app downloads and updates stuck on pending you would have to force the update service to create a new SoftwareDistribution, trust me this process is way simpler than it sounds.
1. Open an administrative command prompt by right clicking on the start button on your computer and select the Command Prompt (Admin) option. You can as well make use of any other windows console replacement you might prefer.
2. Type the following (4) commands into the command prompt one after the other, in the same window:
net stop wuauserv
cd %systemroot%
ren SoftwareDistribution SoftwareDistribution.old
net start wuauserv
3. Once you're done running those four commands listed above you should then try to install the app updates again, the apps should download successfully now.
Note: Make sure you don't quit the command prompt no matter the response you get after running the second command (it would likely not give a positive feedback but that doesn't matter). This, however, may not be the case if you used a windows console replacement, though they all serve the same purpose.
If after following the process and running the commands properly as explained here just as provided on Microsoft's page, and your Windows applications still refuses to download then you should check out for minor issues that may be preventing it. You should make sure the internet connection you're using is not set as metered, your PC won't download or update apps with a metered connection except you manually configure it to do so.
